Constructed wetlands are defined as (Hammer, 1992): Constructed Wetland: Those wetlands intentionally created from non-wetland sites for the sole purpose of wastewater or stormwater treatment. These are not normally considered waters of the U.S. Constructed wetlands would include commonly defined artificial wetlands, created wetlands, and prior converted cropland wetlands. Constructed wetlands used for stormwater management in the Red River Basin would differ from Hammer's definition in that the wetlands would be multi-purpose with design limitations on stormwater management capacity imposed to allow the wetlands to provide a natural resource benefit in addition to the stormwater management benefit.
