The purpose of the Upper Mississippi River Bacteria TMDL Implementation Plan (hereafter,
‘Implementation Plan’ or ‘Plan’) is to assist local partners in implementation efforts to reduce
bacteria concentrations in streams tributary to the Upper Mississippi River. This Plan provides a brief background about the Upper Mississippi River Bacteria (UMRB) Total Maximum Daily Load (TMDL) Study and Protection Plan (2014) and its goals. It provides a discussion about general implementation methods, which is then further described for urban and rural subwatersheds. Each impaired subwatershed has its own section that describes in detail how potential bacteria sources were estimated and identifies implementation actions to reduce bacteria concentrations. Finally, this Plan includes guidance on monitoring, as well as a list of potential funding sources for implementation activities. This project is a joint effort between the Minnesota Pollution Control Agency (MPCA) and the Minnesota Department of Health (MDH), as this TMDL has direct implications for protecting the Upper Mississippi River as a drinking water source for St. Cloud Water Treatment Facility, the Minneapolis Water Treatment and Distribution Services, and the St. Paul Regional Water Services. This project was also done in close coordination with a multitude of project partners.
